Governor Cooper appointed Morgan Swinson as District Court Judge for Judicial District 4, which includes Jones, Onslow, and Sampson counties. The Fourth Judicial District met in January to determine whose name would be submitted to serve in the remainder of Judge Sarah Seaton's term.
