Update NWS: Morehead City winter storm briefing

Attached is our updated one page briefing for the winter storm expected to impact Eastern NC Thursday night into Friday night. There is still some uncertainty with exact ice, sleet, snow amounts, which we will continue to fine tune over the next few days.

However, confidence is increasing that portions of the area could see significant icing. We will send the next update by 8 am Wednesday.
